The picture was taken in the city famous for its renowned Centre of Art.
You cannot possibly find a hammer 
or nails there, you simply cannot. Handymen do not come for weeks on end, and when they finally do and it seems they will finally get to work, they simply disappear. Instead of going up to Montmartre and having a drink in good company, you simply waste your time.
